its a program called Xrumer which does this, very good at what it does, hefty price tag of $650 and $10 a month and you need a dedicated VPS to run it off of with something like iPredator to keep changing IP's as they get blocked.
Suggestion to comm is to block that IP or insert a Q&A when registering on the forum, seems to work much better
Just FYI, since 10:00 yesterday morning, the board has automatically blocked 3000 registrations based on various anti spam measures I've implemented...

wont solve much but it does help when you submit the IP, when the IP is blacklisted it creates issues.
